This pie chart is for 2015. You can check this each year on Wikipedia's entry for "United States Federal Budget."

Half is allocated to Social Security, Medicare, and Medicaid.

Non-defense discretionary spending is 16%. With respect to which agencies get how much money, this is the extent of the entire political process. It's not much. All the hoopla over who gets elected to Congress and/or the White House is about 15% to 16% of the total budget. It's about who pays for the agencies. It's about what the agencies are authorized to enforce. But only 5,000 jobs are at stake. The rest of the jobs are protected by Civil Service.
