The article is a review of a book by Columbia University's Sachs, The Price of Civilization. As with all economists at prestigious universities, he left out the fifth, which belongs at the top of the list: banking. The bankers have their own cartel-enforcement organization, the Federal Reserve System: part government (Board of Governors) and part profit-seeking (12 regional banks). This obvious omission reminds us of a crucial principle in academia: "Discretion is the better part of valor."
