A Misleading Headline, I Hope. On Why Headline Writers Should Re-Read Their Headlines.

Reuters Headline:

This raises a question: "How extensive has Obama's torturing been?" Very bad? Or just halfway?

Here he is, not even inaugurated, and he is blinded by power. No one is safe.

Or is there a grammatical problem?

Would this be better? Generals to urge quick action by Obama on torture. I think so.
