My Tip of the Week helps keep people informed. It reminds them that I am still around.
I use it to promote Gary North's Specific Answers. The software service firm that I use to mail through my Membergate software attaches the day's articles on my site. Some people subscribe each week to get access to the articles in the Members-Only section. Here are two such services:
You can use other mailing services, such as Aweber and MailChimp. Both are good. They let you build a mailing list. They also let you send out letters to one or more lists that you compile using their sequential autoresponder software.

You can create your own branded site with free software here: www.WordPress.org. Upload it to a hosting service like Hostgator, which lets you host an unlimited number of sites at no extra cost.
