WordPerfect X5: How to Activate Header/Footer Toolbar

In order to place a pair of headers on every other page of a book, I must active the header/footer toolbar.

1. The HELP file says that it exists.

2. I looked in HELP under headers. I found nothing about a header/footer toolbar.

3. I looked in HELP under toolbars. I found nothing about a header/footer toolbar.

How do I activate it?
