Eddie Murphy's 1992 movie, The Distinguished Gentleman, is about a small-time con man who, because of his name, gets elected to the House of Representatives when the incumbent Congressman with the same name dies just before the election.

This scene introduces the newly installed Congressman to the reality of lobbying. He attends a lavish dinner filled with lobbyists. He meets with a master craftsman of influence-peddling. The actor is Kevin McCarthy, whose most famous movie is The Invasion of the Body Snatchers. Here, he plays a politician-snatcher.
